Quick answer is no. If you didn't make it then you can't upload it. It's just a rule here on Newgrounds.
Long answer is also no, but I really don't want to explain a ton of legality about these things. It just gets too complicated and messy. But I will say this: you can use copyright free music in your projects (like when making a game or movie) but you can't upload it on the audio portal as is because it's not your creation.
